This is the error I get when testing on a localhost using xaamp and windows xp. Could the windows firewall be causing this error ?

You can’t test a payment while on a local host. Payment notification and verification system required live connection to PayPal’s sites and you won’t have that from your local host. Check this testhing checklist post:
