I created my ecommerce web site in the end of 2017 with wp estore solution.
My company is registered in France and a new law will apply from january 2018.
To combat VAT fraud related to the use of software allowing for concealment of income, the Finance Law for 2016 introduced the obligation to record customer payments by means of accounting software or a secure cash register system for retailers and other professionals subject to VAT as of 1 January 2018. The aim is to make it impossible to reconstitute cash receipts and subtract cash payments from accounting revenue using fraudulent software.
To this end, conditions of data unalterability, security, retention, and archiving have been set. Compliance with these conditions is formalised either in an individual declaration issued by the publisher or in a certificate issued by an accredited body.
So if you have the certificate could you send me here ?
If you don’t have it i can send you the reference document describes the procedures to certify cash register systems. It is mainly based on Article 88 of French Finance Law No. 2015-1785 of 29 December 2015 for 2016 and the “bulletin officiel des finances publiques” (Official Public Finance Bulletin) BOITVA-DECLA-30-10-30-20160803.

December 28, 2017 at 7:08 pm #76960wzpModeratorWP eStore is not a “Cash Register System,” because it does not directly handle or process payments.
The acceptance of subscription, shopping cart, and “buy now” payments is handled by the various third party payment gateways (PayPal, Stripe, CCBill, et al). Because the acceptance of payments are done by these external gateways; fraudulent manipulation requires collusion between yourself and the external gateway providers.
The only involvement of WP eStore in the payment process, is to tell the payment gateway what is being purchaed & how much payment is due; and to then verify, via the IPN, the correct amount has been accepted.
The best analogy to what I described is as follows:
- Imagine a brick & mortar store, with 2 clerks at the checkout. The first clerk wears a shirt that says “WP eStore” and the second wears a shirt that says “PayPal.”
- Customer takes their purchase to the WP eStore clerk, who totals the items and then tells the PayPal clerk what is being purchased and how much the customer should pay.
- The PayPal clerk tells the customer what is owed, accepts the payment, puts the money into the cash register, and hands the receipt to the customer. This receipt is analogous to the email the payment gateway sends the customer.
- The PayPal clerk also hands a copy of the receipt to the clerk wearing the WP eStore shirt. This is analogous to the IPN.
- After verifying that everything is in order; the WP eStore clerk hands the customer a bag with his purchased items in it. This is analogous to the email eStore sends the customer, with the download links.
In this example, all fiduciary accountability is placed solely on the clerk wearing the PayPal shirt. Only the guy wearing the PayPal shirt needs to be bonded or background checked.
Any tax records you keep or submit should be based primarily on the details provided by whatever payment gateway you are using. The records kept by eStore should only be used as collateral documentation.
The only exception to what I have just wrote, is if you are using the Manual Payment Gateway.
