I’m using WordPress 4.2.2 and WP eMember v8.9.4.
I have two questions:
1. Can I require or force existing members to update their profile before they can renew their membership?
2. Is there a way to be notified when someone renews their account?

What counts as a renewal? If they purchased a “good till canceled” subscription, it’s just a recurring payment, and you have no further say in the matter (the payment contract is legally between them and the payment processor). If they purchased a “fixed term” membership, the site has to be compelling enough for them to want to signup again; and provide any additional information.
Perhaps, what you could do instead, is add the following verbage to your website terms and conditions:
