You must have enabled the following option from eMember settings:
Members Must be Logged in to Comment
Please disable that option (by going to eMember settings) if you don’t want it.
Then edit that page and check eMember’s protection settings of that page to make sure the page is not protected and then save the page.
Also, do you have the “Protect Comments Separately” option enabled?

Thanks for the help. Unchecking “Members Must Be Logged to Comment” corrected the problem. “Protect Comments Separately” was not checked.
