If you use eStore, to sell membership “products,” you can also use the Gift Voucher addon:

Gift Vouchers are “an eStore thing.” You’d have to setup eStore to redirect to the Manual Payment Gateway, as per this thread:

If you don’t want to use eStore on top of eMember, you could try something like this, to direct people to a “secret page” where you’d have a button that signs them up for a free membership level:
