Does the email settings on Wp eMember Email “Before the Account Expires” function get send out even if the users are already registered on the system.

Yes. But remember, the notifications only get sent out once per day; so don’t expect notices to immediately get sent out. Wait at least 24 hours, before assuming something isn’t working.

WP eMember deals with users that are members in the system. So I am not sure I understand what you mean by the following:
