Context: Under General Admin Functions/…feature…/Automatically Create eMember Account When a WordPress User Account is Created…

When the feature named above is activated, will the system consider all the existing WP User or will it applied only to the future WordPress Users?

That feature is applicable for future WP users.

If you want to create emember account for existing wp users then just import the users into emember. You can import the WP users from the following interface:

WP eMember -> Members -> Import WP Users
