I purchased WP eMember for a subscription web site. I was trying to test it in PayPal’s Sandbox, but it did not seem to work. Can eMember work with just PayPal or do I also need eStore? I am not selling any product and only have one membership level (Full Access). If not a member, the entire site will be protected. Thanks in advance for any insight. I greatly appreciate it.
Yes, eMember can work alone with Plain PayPal Button. The following documentation will explain how to set it up with PayPal button:

Just remember that sandbox email addresses are dummy email where real emails can’t get routed to. So if you are making a purchase with your sandbox account you can’t expect to get any real email sent by the plugin since that email address actually does not exist.
You can turn on debug and check the debug log to see what the plugin did after you did the sandbox purchase. This post will explain more on debug:
