The comments are considered *content* so it is protected by default if the page or post is protected (you can override this from the settings).
Now, the ability to post comment (the comment form) is NOT considered *content* so the section is open by default. However, you can chose to make it so only your members can leave comment by checking the following option in eMember settings:
Members Must be Logged in to Comment
When you enable this option only your logged in members will be able to leave a comment.
The default settings are set to what *most* users prefer when setting up a membership site (you can tweak the settings to what you like).
