Disable button Paypal or manual payment

How can I disable the button to confirm manual order if the customer has not checked the terms and conditions checkbox

By default the customer is not even suppose to be able to go to the manual checkout form.

Are you saying that eStore will still allow manual checkout, if the “accept T&C” checkbox is left unchecked??

By “allow,” I mean the buyer actually sees the manual checkout page.
