Delay serial key e-mail -OR- limit orders from same e-mail?

I sell unique serial keys that are not generated by me, and I want to place limits on purchases to prevent fraud. I want to avoid the situation of people making numerous payments to get around my purchasing limits. Otherwise the purchasing limits are completely irrelevant.

I see 2 obvious ways to implement this:

-implement a delay between order receipt and order delivery

-limit number of orders from a specific e-mail within a 24 hour period, or something like that

Has anyone done this or can tell me how to do it?

1. As a business person, as long as you are being paid, what is the concern?
2. Perhaps your price is too low?
3. What is the consequence of allowing someone to hoard the product?
