Date/Time Format

I was wondering how I make the date format in my emails the same as it is showing in my debug logs, mm/dd/yyyy. Also, the time seemed off in my logs and the payment date was wrong on my emails, which I think from reading previous posts that it is because of the default time format. Is there a way to display the time format Hour:Minute am/pm (PT) ?
