Where is the proper place to enter custom css to override the css coming from plugins? For example, on the product listing generated by the bulk item addon, the text is a blue color and bold. This doesn’t match anything on the theme, and would never be something we’d use, but I don’t want to edit the css in the plugin file directly.

We have recently released a free plugin which handles the custom CSS and is easier to use than the manual method.
Simply do the following:
1) Go and grab the following plugin:
http://www.tipsandtricks-hq.com/wordpress-custom-css-plugin-6413
2) Then add the custom CSS code in the settings page of the above plugin.
The above steps will apply for any plugin you may want to customise the CSS for. Simply continue adding custom CSS code for each of them in the same settings page of the CSS plugin.

You can use it for themes or plugins or anything which is contained within your wordpress installation.
