I am seeing how to set up a membership website, in which subscribers can choose monthly, quarterly, biannual or annual payment to access restricted content, at the same time there are 3 countries zones and each with a price and currency.
My question is between choosing the payment to do it through the Paypal subscription buttons created with WP eMember or integrate them with Woocommerce with your addon woocommerce-wp-emember-integration.
In this second case I doubt between option 1 and 2 and if I need a plugin that manages subscriptions through Woocommerce like Subscriptio, since in Woocommerce there are some items available for sale for people who do not want the membership but do buy those items, from there also my doubt.
I have read the instructions and a similar case in the forum, but I can not decide which is the most appropriate option since I have that question of the subscriptions and difference between the payment through the buttons created with WP eMember or through Woocommerce and that also sell products without membership, what difference is there between the two options?

Both options will work fine. You just pick one.
If you want to use woocommerce for membership payment, it will only be applicable for the products that you mark as a membership payment product. The other products stay as is.

I love eMember! I would like to know if the payment buttons can be used for non-member payments, such as pre-registering for an event, or do I have to do this outside WP eMember entirely?
