You had the following option checked from the settings menu but you did not specify a URL to redirect visitors that do try to checkout without being logged into the system so it wasn’t doing anything.

Only Logged In Members Can Checkout

I have unchecked this option and it goes through fine. If you want to use this option please specify a value in the “Redirection URL for Anonymous Checkout” field also.
