Cancel Paypal Subscription from Plugin

Is it possible that a PayPal subscription will cancel when a membership level expiration date arrives, or can the member send a request for cancel to PayPal?

I know the PayPal API will tell the eMember plugin that the subscriber has cancelled, but can the plugin tell PayPal to cancel?

No, the plugin cannot cause PayPal to cancel a subscription; UNLESS you are using the Payment Gateway Bundle.
