IS there a way to setup shipping based on the table below? Thank you!

Hi,
eStore doesn’t really cater for complex shipping scenarios such as the one you mention. We state this on our sales page of the eStore plugin.
It does have some functionality you can apply to the shipping price of items based on quantity via the use of coupons.
