Buy 3 items (£4 each) and get £2 off

My customer is selling products for £4 each for a 10ml bottle of their product. If a user buys 3 of these items they get £2 off.

They also sell their 30ml bottles for £9 each. If a user buys 3 of these they get £3 off

I have tried to set up discount coupons with conditions of £2 off if Item ID = 1, 2, 3 etc.

This has not worked. Is there a way to do this?
