Bookmarks button that has a better explanation for non-members

Is there a way to have the bookmarks button either show a pop up message when clicked that says “must be a member to use this feature” when not logged in or to have the bookmarks button completely removed for members not logged in?

It seems like it needs some sort of explanation besides an “X” as to why they can’t click on it.
