Is it possible to block a customer in eStore? I don’t mean deleting the record, but actually having the eStore reject a specific customer based on his Paypal address, email, name, etc.?

Email based blocking does not usually work very good in this type of situation because the person can use his friends or a family members details to make a purchase if he really wants it.
A better option might be to block the IP address in your .htaccess file. WP eStore includes the IP address of the customer when they purchase a product so you can take that IP address and put it in your .htaccess file’s block list. If you do not know how already then Google should be able to help you.
