Are Two-Tier Commissions Overrides of Additive?

Quick question. Affiliate #1 gets 25% commission on sales. Affiliate #1 gets Affiliate #2 to join the affiliate program and Affiliate #1 is set to receive 5% commission. The question is … is that commission an override? ie Affiliate #2 gets only 20% commission and Affiliate #1 gets 5%. OR is the commission additive? Affiliate #20 gets 25% commission and Affiliate #1 gets 5% so our total commission payout is 30%. And the other question is that 5% calculated on the total sales or total sales AFTER the commission payout for Affiliate #2?

In the event of a tier commission… affiliate #2 will get 25% of the total sales (as he expectes). affiliate #1 will get 5% of the total sales. So form the sellers point of view it will be a total of 30% commission given out to affiliates.
