It depends upon the amount. Also, depending upon how the buyer’s account is funded; a chargeback is always possible. And in spite of what the fine print at iTunes days, I have, on many occasions, gotten refunds. Ditto for Amazon and eBay.
Sellers should keep good records.
thanks wpz, I was completely unaware of that. It really sucks. Did paypal add this in the last few months? because I remember that until a while ago they did not refund digital files.
I am actually a seller of tangible goods and have used paypal for ages and was completely unaware of the policy you showed me.
So if I understand well, paypal can refund automatically without even having the buyer bother to escalate to a claim, if the file doesn’t go over the $ 4 threshold. What if the file costs more than $ 4 ?

Just because they refund an amount of less than $4, doesn’t necessarily mean you will receive a chargeback. Often times, businesses (Banks, Credit Cards Cos., PayPal) will write off such refunds to customers as “good will.” Only if a trend develops, will they take action against the seller.
