I think you have the Do Not Allow Visitors to Signup option checked in the WP Affiliate->Settings->General Settings. So nobody can sign up for an affiliate account through the affiliate sign up page. Try unchecking that to fix the problem.

which file does this message live in? i would like to keep it disabled but change the message to something different. thank you.
