Admin Tool to create missing wordpress user accounts for emember accounts

When I run this tool, it appears to do something but the end result is the missing accounts are not repaired.

Debug log has

Looks like it is getting stuck in a loop with user ID: 0. Something is not right there on this site. How many user accounts are we looking at there?
