I have a ton of existing WordPress users (non emember) that are going to be registering as new Emembers to access restricted content. When I try to register a user with an existing WP account, same email address, it fails and gives me the EMEMBER_EMAIL_TAKEN error.
I don’t have any of the options selected in the WordPress User Integration Settings.
Is there a way to have a WP and Emember account with the same email address?

In the “Members” menu item there is a tab called “Import WP Users”.
You can import existing WP User accounts into eMember from there.
I saw that thank you, however that’s not what I’m trying to accomplish. I want to keep the two “databases” of users separate and need for any existing WP users to re-register as an eMember.
Can’t do that. In the WordPress system, each user is unique and can have only one email address. The way it works is that each email address corresponds to a unique user. Here are your options:
1) Import the existing user to eMember (the user account will exists in WordPress and eMember)
2) Delete the corresponding WP User account and then the user can register for a fresh new account via eMember. Optionally you can enable these options so a WP user account also gets created if you need it:
