Add Coupon Field to Manual Checkout Only

Is there a way to add the coupon field to the manual checkout page? Currently, if I enable the checkbox to use coupon codes it doesn’t show a coupon field on the custom manual checkout page, just the standard customer checkout page. I need to reverse that since I don’t want the coupon field visible on the checkout page customers will see, only on the manual checkout page only visible to the admin.
