I think this addition may have broken the way the subtotal order based free shipping option worked. Now if I do not want qty based free-shipping but only subtotal based free shipping I cannot leave the qty based empty but put in a value like 100. Otherwise all orders get free shipping as if it is defaulting to 0 in the qty based.
