Ok I think I figured it out. The mail server on my hosting provider must be blocking all email coming from wordpress to the outside world, but anything within thier domain hosting works (I find that a little odd, but that seems to be what it is).
However I enabled the WP-Mail-SMTP plugin (default installed with wordpress but not enabled) and set it up using my domian’s SMTP server and re-enabled the wp mail in general settings in WP eStore and it all works fine now.
